Public management and accountability in South African public service: A (slow) work in progress

An HSRC Policy Dialogue which aims to look at the New Public Management (NPM) framework embodied in the White Paper on the Transformation of Public Service Delivery - Batho Pele which is widely seen as the prescribed remedy for improving service delivery and mitigating diminishing public confidence.

Globally, public service accountability has been operationalised through service charters that specify the standard of service the citizen is entitled to. This seminar is a review of the South African experience with these accountability mechanisms and seeks to answer the question of what the prospects for a responsive and citizen-oriented public service are.
